Developed an Award-Winning Solution to Neighborhood Speeding
Moreno Valley developed innovative split speed cushions that slow neighborhood traffic while allowing emergency vehicles to pass through without being delayed. The project received the Federal Highway Administration’s 2024 Build a Better Mousetrap Innovation Project of the Year Award. -
Strengthened Home Fire Safety
Continued Moreno Valley’s S.A.F.E.R. program, providing free smoke and carbon-monoxide alarms to eligible single-family households and expanding fire-prevention education and resources throughout the community. -
Expanded Traffic Safety Enforcement and Resources

Opened Sky Zone at the Moreno Valley Mall
Sky Zone opened a new indoor adventure park at the Moreno Valley Mall in 2026, bringing a major family entertainment destination to the City and creating more than 100 local jobs. -
Continued the Transformation of the Moreno Valley Mall
The City approved a major revitalization plan for the Moreno Valley Mall that includes more than 1,600 residential units, approximately 40,000 square feet of new retail, 60,000 square feet of office space, two hotels totaling approximately 270 rooms, a conference center and new dining and public gathering spaces. -
Advanced Moreno Valley’s First Museum & ArtSpace at the Mall
Construction advanced on the new Museum & ArtSpace inside the former Sears building at the Moreno Valley Mall, adding a new cultural and entertainment destination as part of the broader redevelopment of the property. -
Attracted New Retailers to the Moreno Valley Mall
New and expanding mall businesses during this period included Luna’s Sunday Cafe, Rebatta Home Store, Robert Garcia Boxing Academy and Sky Zone, while additional retailers such as Pandora were under construction as of summer 2026. -
Bringing Burlington WOW and Five Below to Sunnymead Towne Center
Burlington and Five Below were under construction at Sunnymead Towne Center as of July 2026, bringing two additional nationally recognized retailers to the Sunnymead area. -
Advancing New Restaurants Across Moreno Valley
As of summer 2026, additional restaurants under construction included 2N1 Korean BBQ, High Notes Restaurant, Fifty Burger Shop and Casita Sonora, continuing to diversify the City’s dining options. -
Advancing New Family-Oriented Businesses
Tiny Toes Play Café was under construction at The District as of summer 2026, adding another family-focused entertainment and dining concept to the City’s business pipeline. -
Expanded Moreno Valley’s Hotel Pipeline
Tru by Hilton was under construction in 2026, while additional proposed hotels, including Hilton Garden Inn, TownePlace Suites and Home2 Suites, were advancing through the development review process. -
Advanced Major Healthcare Investment
Kaiser Permanente’s long-term Moreno Valley expansion, planned at approximately 1.1 million square feet over multiple phases, received approvals, while additional medical and diagnostic facilities continued opening and expanding in the City. -
Secured $1 Million for a New Workforce Development & Business Incubator
Moreno Valley secured $1 million in federal funding for a new Workforce Development and Business Incubator facility designed to support entrepreneurs, small businesses, job seekers and workforce development. -
Launched Moreno Valley’s Startup Accelerator
The City partnered with gener8tor to launch the gBETA Inland Empire startup accelerator through the Business & Employment Resource Center, providing selected entrepreneurs with an intensive, no-equity business development program. The first cohort launched in 2026 and was followed by a second summer cohort. -
Expanded Support for Small Businesses and Local Workers
In 2023 alone, Moreno Valley’s Business & Employment Resource Center served nearly 23,000 customers and hosted 176 workforce-development workshops and 214 small-business workshops, while continuing job fairs, recruitment assistance and entrepreneurial programs. -
Earned State and International Recognition for Economic Development
Moreno Valley received the California Association for Local Economic Development’s top Gamechanger recognition in 2023 and multiple International Economic Development Council awards in both 2024 and 2025 for business development, workforce and economic opportunity programs.

Opened the $8.6 Million Flight Deck Bike Park
Completed the Flight Deck Bike Park at Morrison Park, a roughly $8.6 million destination recreation project featuring Southern California’s largest Velosolutions pump track, the region’s first adaptive track, asphalt jump lines, a bicycle playground, a new lighted parking lot, restrooms, picnic facilities, landscaping and a glow-in-the-dark connecting trail. Flight Deck officially opened in December 2025. -
Advanced a Nearly $6 Million Senior Center Expansion
Moved forward with a major expansion of the Moreno Valley Senior Center, adding approximately 4,500 square feet of new space for programs, classes, events and social activities for seniors. The City Council authorized a $5.96 million construction contract in December 2025, with completion currently estimated around the end of 2026 or beginning of 2027. -
Implemented the Largest Citywide Park Rehabilitation Program in Moreno Valley History
Continued implementation of the historic $6 million Parks Rehabilitation & Refurbishment Program, providing improvements throughout Moreno Valley’s parks including playgrounds, athletic fields, sports courts, restrooms, picnic shelters, lighting, parking lots, fencing, landscaping and other amenities. -
Building Moreno Valley’s Fourth City Library
Advanced construction of the new 5,700-square-foot Sunnymead Ranch Library, which will become the City’s first library north of Highway 60 and provide a library location in every City Council district. The new branch will include study rooms, STEAM programming, gaming computers, virtual reality equipment, 3-D printers, robotics kits, maker stations, meeting space and free Wi-Fi. -
Advanced Plans for a Major Regional Sports Complex
Initiated planning for a new regional sports complex designed to bring higher-quality athletic facilities and regional tournaments to Moreno Valley. The City Council first directed staff to develop options in January 2025 and in June 2026 authorized a pre-development agreement with Sports Facilities Companies. Potential amenities include soccer, football and baseball/softball fields, basketball and volleyball courts, pickleball, indoor sports facilities, e-sports and multipurpose fields. The City’s Capital Improvement Plan identifies a potential project range of approximately $20 million to $200 million depending on the final scope and private partnership structure. -
Opened Windsong Park
Opened Windsong Park in August 2024, Moreno Valley ’s 36th park. The new neighborhood park features two shaded playgrounds, a walking path, four exercise stations and two shaded picnic shelters and was developed through a partnership with D.R. Horton. -
Opened Bella Sera Park
Added the new 1.8-acre Bella Sera Park, featuring two shaded playgrounds, a full basketball court, large fitness area, multi-sport turf field, walking path and security lighting. The park was created through a partnership with the developer of the surrounding residential community. -
Building a New Dog Park at Gateway Park
Advanced construction of a new dog park at Gateway Park with separate areas and amenities for dogs, walking paths, play features, shade structures, seating, lighting, drinking fountains, a dog-washing area, secure fencing and ADA-accessible improvements. The project is supported in part by $1 million in Riverside County American Rescue Plan Act funding. -
Opened New Treehouse and Pirate-Themed Playgrounds
Opened two major new themed playgrounds in 2025: the Treehouse Expedition playground at Towngate II Park and the Pirate Adventure playground at Celebration Park. The improvements include new play structures, shaded areas and poured-in-place rubber surfacing designed to improve safety and reduce surface temperatures. -
Completed Major Improvements at JFK Memorial Park
Completed a major rehabilitation of John F. Kennedy Memorial Park in 2024, including a new shaded playground, drinking fountain, neighborhood wall improvements and upgrades to the baseball facilities including new fencing and dugout covers. -
Installed New Soccer Turf at March Field Park
Renovated the March Field Park soccer arena with nearly 16,000 square feet of new high-performance synthetic turf, creating an improved facility for local soccer players and community recreation. -
Added a New Basketball Court at Patriot Park
Opened a new full-size basketball court at Patriot Park in September 2025, expanding recreational opportunities at the neighborhood park. -
Expanded Free Public Wi-Fi to 65 Locations
Expanded Moreno Valley’s WiFi Gardens program throughout parks, libraries, community facilities and other public spaces. By September 2026, free public Wi-Fi was available at 65 locations throughout Moreno Valley, including newly connected parks such as Parque Amistad, Vista Lomas Park and Hound Town Dog Park. -
Adopted a New Long-Term Parks, Recreation & Trails Master Plan
Adopted the Parks, Community Services & Trails Master Plan in 2023, establishing a long-range framework for improving and expanding Moreno Valley’s parks, recreational facilities, community programs and trail system over the next 10 to 20 years. -
Investing $3 Million in Celebration Park’s Splash Pad
Funded a planned $3 million renovation of Celebration Park’s splash pad and water-play system, including replacement of aging pumps and play equipment and upgrades to the water system. Design is scheduled through 2027 with construction planned afterward, subject to the adopted project schedule and funding. -
Adding a New Outdoor Fitness Court
Approved the purchase of a new National Fitness Campaign outdoor Fitness Court in 2026, with $217,500 authorized for the equipment and associated costs, expanding free outdoor fitness opportunities in the community. -
Advancing Shadow Mountain Park Phase II
Allocated $324,000 for the next phase of improvements at Shadow Mountain Park as part of Moreno Valley’s continuing investment in neighborhood recreation facilities. -
Continuing Citywide Sports Court Improvements
Funded a citywide program to repair and resurface basketball, tennis and other sports courts at parks throughout all four City Council districts. The current Capital Improvement Plan provides $200,000 for this work. -
Planning Improvements to the Main Library
Advanced design work for modernization of Moreno Valley’s Main Library, including future ADA improvements and potential new STEM space, makerspace, computer lab, gaming area and additional study areas. -
Expanded Public Art at Community Facilities
Introduced augmented-reality public art at the Conference & Recreation Center, including the “Harmony in the Valley” mural. The interactive installation debuted in 2025 and was described by the City as the first augmented-reality mural of its kind in the Inland Empire. -
Expanded Recreation, Sports and Senior Programming
Moreno Valley’s parks and community-services system now supports thousands of residents through youth and adult sports, recreation programs, classes and senior services. The FY 2025–26 annual report documented approximately 7,576 sports participants, 4,042 recreational-program participants, 45,890 Senior Center visits, more than 56,000 senior meals and 1,768 senior classes. -
Expanded Affordable After-School Childcare
Continued providing A Child’s Place, offering qualifying Moreno Valley families free or reduced-cost after-school childcare with homework assistance, educational enrichment, recreation and meals or snacks at four local elementary schools. -
Investing in the Next Generation of Parks
Continued planning and funding additional improvements including new playground replacements, park restrooms, picnic shelters, security cameras, parking-lot rehabilitation, park monument signs, landscaping, equestrian-center improvements and additional park development throughout Moreno Valley.

Advanced the Moreno Valley Museum & ArtSpace at the Moreno Valley Mall, creating a new cultural destination with interactive exhibits celebrating Moreno Valley’s history, large-scale immersive experiences, event space, a café and curated retail. The inaugural immersive exhibition is The New Immersive Van Gogh: The Next Chapter. -
Building Moreno Valley’s Fourth City Library
Invested more than $4.2 million in the new Sunnymead Ranch Library, Moreno Valley’s first library north of Highway 60. The 5,700-square-foot branch will give residents a library in every City Council district and include study rooms, STEAM programming, gaming computers, virtual reality, 3-D printers, robotics kits, maker stations, free Wi-Fi and community meeting space. -

Launched a Citywide Utility Box Art Program
Launched an ambitious program to transform 32 utility boxes throughout Moreno Valley into public artwork celebrating the City’s history, culture, heritage and contemporary identity while providing paid opportunities for local and regional artists. -
Installed New Utility Box Art Throughout the City
Beginning in 2026, colorful new utility-box artwork began appearing throughout Moreno Valley at major intersections and community locations, highlighting local wildlife, plants, culture, neighborhoods and Moreno Valley identity. -

Advanced the My MoVal Mural Project, supported by Creative Corps Inland SoCal, to create four community-focused murals across Moreno Valley, one in each City Council district. -
Earned Regional Recognition for Moreno Valley’s Public Art Program
Moreno Valley’s growing Public Art Program received the Inland Empire Economic Partnership’s Arts Innovation Initiative Award in 2024, recognizing the City’s expansion of murals, utility-box art and opportunities for local artists. -
Secured Federal Funding for Youth Theater & Arts Programming
Secured a $40,000 National Endowment for the Arts grant to support a Summer Youth Camp Theater Program, expanding opportunities for Moreno Valley youth to participate in performing arts. -
Secured New State Funding for Arts & Cultural Celebrations
Moreno Valley was selected through California’s first Arts in California Parks Local Parks Grant Program to support free arts and cultural programming, including El Grito and the MoVal Multicultural & Arts Festival. The City was selected from a pool of more than 220 applicants statewide. -

Continued investing in broadband, public computers, Wi-Fi and emerging library technologies while providing residents access to resources including STEAM education, gaming, virtual reality, robotics and digital learning. The library system also maintains more than 150 mobile Wi-Fi hotspots available to patrons. -
Advanced Modernization of the Main Library
Funded design work for a future Main Library renovation focused on ADA accessibility and expanded public uses, including proposed STEM space, a makerspace, computer lab, gaming area and additional study space. -
Installed Major New Murals at the Main Library
Added multiple large-scale public artworks to the Main Library, including Story for Change, Abundance Through Knowledge and MoVal Reads, transforming the library into another prominent showcase for public art in Moreno Valley. -
Continued Free Library Programming for All Ages
Expanded access to free educational and community programming through the Moreno Valley Public Library, including family programs, preschool storytimes, teen programs, adult programs, technology resources and special events. In FY 2023–24 alone, the library system reported more than 1,200 public programs and more than 250,000 visitors. -
Expanded Youth Reading & Summer Learning Programs
Continued free Summer Discovery reading programs for children, teens and adults, encouraging literacy and helping students remain engaged with reading and learning during summer months. -
Expanded Arts, Culture & Community Identity Throughout Moreno Valley
Continued building a citywide arts and culture network connecting libraries, murals, public spaces, cultueral festivals, local artists and the new Museum & ArtSpace, creating more opportunities for residents to experience arts and culture within Moreno Valley.
